Before starting a safety-sensitive role, employees must complete a drug test.
Testing is required after certain reportable accidents to determine potential impairment. Alcohol testing may involve breath or saliva; post-accident drug testing may involve urine or blood specimens as required under FRA Part 219 Subpart C.
When a trained supervisor observes behavior indicative of impairment, a test must be conducted.
Following a violation or treatment referral, unannounced follow-up tests are required according to FRA guidance.
Note: Unlike some other DOT agencies (such as FMCSA), FRA random drug testing is required only for full-compliance railroads and certain covered employee groups. Special partial compliance exemptions may apply.

- Opioids (e.g., codeine, morphine, heroin, oxycodone)
- Phencyclidine (PCP)

Alcohol testing standards prohibit safety-sensitive duty with a blood alcohol concentration (BAC) above 0.02.
